Gulls are opportunistic feeders and more than happy to steal someone else's food rather than hunt their own. you'll often see gulls following a feeding sea otter around hoping to either grab it's dinner or to get the remains when the otter is finished.
Otters know this and you'll see them take evasive action until the gull gives up. this gull got nothing, and I've rarely seen a gull succeed against an Otter.
This gull is interesting in that it's beak spot seems white and malformed. It's unclear whether this is the actual spot (indicating this might be a Wester x something gull hybrid) or if the gull got into something and the spot is covered up. As far as I can tell, otehr than the spot, this is a well-conforming Western Gull not showing any other signs of hybridization.
